– The HVACCS must have the skill and knowledge necessary to install, maintain, troubleshoot and repair a wide variety of air conditioning and refrigeration systems including circulating air and chilled water air conditioning systems, high, medium and low temperature refrigeration systems, and total environmental control systems.
Major Duties – Performs installation, maintenance, troubleshooting, and repair of commercial and industrial air conditioning and refrigeration systems that provide a variety of functions such as heating, cooling, humidifying, dehumidifying, circulating and filtering. Size and complexity of air conditioning and refrigeration equipment worked on varies. Systems use various methods of air conditioning such as mechanical and vapor compression, absorption and air cycle. They supply air conditioning to areas such as warehouses, aircraft hangars, hospitals and large office buildings and complexes. Some of these areas may have special, critical or rigid environmental control requirements such as communication centers, data processing centers and operating rooms. Maintains the efficiency, reliability and safety of operation of systems by checking performance, diagnosing problems, and making necessary repairs or adjustments or by replacing defective parts. Checks elements such as low side and high side pressure, temperature of the cooling units, pressure and temperature of the liquid and suction lines, and the running time of the various mechanisms. Repairs or replaces fans, pumps, thermostats, humidistats, motors, compressors, valves, gauges, pneumatic and electric controls, filters and other related elements. Installs refrigeration and air conditioning systems by positioning compressors, motors, condensers, humidifiers, dehumidifiers, evaporators, heaters, and other components in accordance with design specifications. Installs and connects auxiliary control mechanisms and piping or tubing. Connects recording and gauging devices. Charges refrigeration systems and tests installation for leaks. Starts unit and adjusts it for proper operation and optimum performance. May be assigned to perform tasks in a non-trade related field as an assistant/helper as workload requires.
Operations – The HVACCS must follow all guidelines and procedures pertaining to the use and handling of refrigerants specified by 40 CFR 82, its codices, amendments and subparts; all local, state and federal regulations; and PWC policies, standard operating procedures and practices. Responsible for staying abreast of current and ever-changing environmental laws pertaining to refrigerant handling.
The HVACCS shall work alone or with other workers to perform simple or complex tasks while following appropriate and safe procedures. Responsible for reporting to supervisor all discrepancies or unsatisfactory performance of equipment as well as unsafe conditions. Must be familiar and comply with all safety regulations. Must wear appropriate safety equipment. Visual and sensory perception along with hand-eye coordination is required to operate equipment, detect deficiencies and make repairs; diagnose problems; and make installment of devices, equipment, parts, etc.
The HVACCS shall have a good familiarity of NAVFAC ML Safety and Health Requirement manual, instructions, agency equipment regulations and directives. Guidelines will include a variety of Federal, Department of Defense, and Department of Navy, Commander Naval Facilities Engineering Command Mid-Atlantic publications, manuals, directives, standards, policies and procedures. Published guidance will be provided by the Government as needed.
The HVACCS may be required to serve as an on-call duty mechanic on a rotating-shift basis. An on-call duty mechanic is required to carry a duty cell phone and duty pager and must remain available to respond on site to after-hour emergencies within two hours. The position may be designated as ALPHA personnel and required to report
for duty or held in a duty status to provide support before, during and/or after special emergency situations, such as, but not limited to, destructive weather, disasters, or periods of increased security threat. A trainee may be assigned to the incumbent of this position for the dual purpose of providing assistance to the incumbent and provide a training opportunity for the worker or trainee. If a worker or trainee is assigned the incumbent is responsible for providing appropriate instruction, guidance, and oversight and demonstrating safe working practices and a good work ethic by example.
Processing – The HVACCS shall receive assignment from the customer representative in the form of oral or written instruction (work order) to perform a variety of tasks. The HVACCS shall work alone or with other workers to perform simple or complex tasks while following appropriate and safe procedures. Responsible for selecting the proper materials, tools and techniques to complete the work in a safe and efficient manner and in accordance with applicable standards. Responsible for informing the government leader if planned work deviates from normal trade practice. Works with minimal supervision. Work may be spot checked or inspected at completion. May be designated to receive work assignments from Regional Dispatch. If designated as a dispatched worker the incumbent is responsible for following established work dispatch procedures and processes. The HVACCS may be assigned a truck stocked with controlled inventory and consumable materials. If assigned a stocked truck the incumbent is responsible for managing the material by following established procedures for
inventory control and cost accounting.
Housekeeping – The HVACCS shall ensure all designated working areas are maintained in an orderly manner and continuously maintained free of trash and debris. At the end of each day, the general work areas shall be swept, supplies, materials, tools, and equipment shall be pick-up and stored, and the municipal trash containers will be emptied.

Technical Support – The HVACCS shall receive work assignments through oral instructions provided by the work leader, higher-graded Government representative, or work orders. Specific assignments of work are provided with detailed instructions on all but the repetitive tasks. Work is checked during progress and upon completion for compliance with instructions, adherence to established practices and standards, and overall acceptability of work. A journeyman-level employee normally checks daily assignments. Journeyman-level employee, leader or supervisor gives advice on unusual problems and checks to see if completed work meets the requirement. Physical Effort - Physical Effort: Moderate lifting up to 40 pounds is required. If a heavier lift is
required, it must not be attempted without assistance. Must be able to work at a rapid pace for a short period of time. Occasionally required to perform work by stooping, bending and reaching while in cramped and uncomfortable positions and by walking, kneeling, crouching, and crawling. Must be able to climb ladders and scaffolds to perform work at various heights. Normal vision is required.
Working Conditions - Some work is performed outside and may require exposure to prevailing weather conditions. Working conditions in this position vary with a portion performed in relatively pleasant surroundings and a portion performed on rooftops, in equipment rooms, under buildings and in confined spaces. Subject to perform work in areas with high noise levels where ear protection is required. Working in very hot and cold environments, poorly ventilated and lighted areas is occasionally required and in some instances work in these conditions is for the duration of the shift. The incumbent may be exposed to fumes, dust, dirt, grease and oil, and is subject to the possibility of scrapes, cuts, bruises, contusions, burns, electric shock and eye hazards. Meetings/Conferences – The HVACCS shall participate in meetings with contractors, agencies, clients, and team members when required to do so.
