    General Summary

    This position will be on-site and responsible for the program operations of a government client, including profit and loss responsibility, contract deliverables, customer liaison and employee management. The Program Manager (PM) will be the primary liaison with Naval Facilities Engineering Command (NAVFAC) staffs to coordinate and execute projects across the NAVFAC spectrum.  The PM will provide business development and proposal writing support to SJS corporate staff, be involved in developing, modifying and executing company policies. and provide problem resolution and coordination of activities between client and company personnel. In addition, the PM will be required to work closely with all departments and functions to resolve project related issues as required. Establish good working relationship with all Internal and External customers. This position will have contact with senior-level management which requires strong interpersonal communication skills both written and verbal.  The PM may assist with multiple projects as needed.

    Responsibilities

    Objective

    The Program Manager is responsible for ensuring the expectations of the clients and project stakeholders are met, and contracts are executed so that scope, budget and schedule are adhered to. The PM is also responsible for managing the team to ensure that team members, to include sub-contractors and government support personnel are collaborating effectively.

     

    Essential Duties and Responsibilities

    • Develop and deliver Contract Deliverables to Customer Management as required.
    • Provide weekly, monthly and /or quarterly Program Management Review briefings to management as required.
    • Responsible for meeting all contract requirements
    • Develop manning schedules and maintain delivery plan in way of the Contract Deliverable Requirements List (CDRLS).
    • Track of man-hour burn rates throughout the Period of Performance (POP) Perform risk assessments and work with senior management to identify and mitigate project risk.
    • Develops budget estimates and manages program/contract to meet revenue and cost projections.
    • Determines resource allocation levels to meet program/contract commitments.
    • Analyzes workflow and assignments to ensure efficient and cost effective operations.
    • Develops/implements process and service improvements as needed.
    • Reviews and resolves issues affecting Company compliance, legal requirements and client objective.
    • Partners with senior staff in developing and marketing new services as required.
    • All other duties as assigned.

     

    Position Type/Expected Hours of Work

    This is an exempt position, working during regular business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m.) and some evenings, weekends and holidays, as necessary. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department or operational needs.

     

    Travel

    Occasional travel is expected for this position.

     

    Qualifications

    Minimum Qualifications

    • Degree in Business, Science, Technology, Engineering or Mathematics (advance degrees or certifications are desired).
    • Minimum of five years program management  experience of a high volume, multi-faceted operations.
    • Project Management experience supporting government contracts is required.
    • Minimum of two years expeirence with business development
    • Knowledge of NAVFAC Command structure, to include business line organization and work execution. 
    • Experience maintaining documents and records or prior and upcoming tasks/deliverables, including document preparation, processing and tracking actions, monitoring project and schedules.
    • Proven experience in people management, strategic planning, risk management, change management, decision-making, influencing and leading, delegating and conflict management.
    • Project Management Certification (PMP) is highly desirable.

     

    Knowledge, Skills, and Abilities

    • Knowledge of Military organizations: organization, function, and responsibilities or similar organizations, functions and responsibilities.
    • Excellent customer service attitude, verbal & written communication and interpersonal skills.
    • Excellent analytical and problem-solving skills.
    • Ability to prioritize and manage schedules under tight, fixed deadlines.
    • Ability to work with minimal up front guidance and take ownership of work product
    • Ability to adapt to a rapidly changing environment.
