Overview

Recruiters apply their advanced skills and experience in performing end to end recruitment, referral and job offer functions, processing recruiting transactions and demonstrate knowledge of the recruiting and hiring business process and technology. Also provide supervisory responsibilities.

 

The recruiter is responsible for full life-cycle recruiting; recruit, screen and recommended placement of staff by using creative sourcing methods (internal and external); refers applicants for skilled trades, clerical, technical, administrative, professional and management positions for clients and throughout the company. They may also test applicants, verify employment history, contact references, and extend job offers. This position must possess considerable skill in interviewing techniques, a good knowledge of all clerical and specialized functions in the company, a basic understanding of the company and/or clients’ organizational structure as well as an extensive knowledge of personnel policy and procedure and federal and state laws regarding employment practices.

Responsibilities

  • Manages the full life cycle recruiting process from beginning to end.
  • Establishes recruiting requirements by studying organization/clients’ plans and objectives.
  • Partners with hiring manager to determine staffing needs.
  • Assists hiring managers with defining and validating key position requirements (i.e. defining education, experience, technical knowledge, and competencies).
  • Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport.
  • Serves as an expert for recruiting candidates within an assigned territory.
  • Uses traditional and non-traditional resources to identify and attract quality candidates such as career fairs, on-line job fairs, community network events, etc.
  • Screens resumes, interview candidates (by phone or in person), administer appropriate assessments, reference/background checking, make recommendations for hire (or not hire) and deliver employment offers for both exempt and non-exempt position openings within an assigned territory.
  • Determines applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to job requirements.
  • Develops advertising programs (internal and external) in order to ensure high visibility with potential candidates.
  • Develops and maintain an excellent relationship with internal and external clients to ensure achievement of staffing goals.
  • Follows up with candidates and hiring managers to ensure updated information on the interview process status.
  • Communicates important employment information during delivery of employment offers (i.e. benefits, compensation, non-competition agreements, etc.).
  • Works with hiring managers to ensure compliance with all federal/state laws and regulations including Affirmative Action Plan compliance.
  • Avoids legal challenges by understanding current legislation, enforcing regulations with managers, recommending new procedures, and conducting training as needed.
  • Manages current candidate activity in the Applicant Tracking System (ATS), Human Resource Information Systems (HRIS) and Candidate Relationship Management (CRM) Systems.
  • Manages application/resume file and retention according to company policy.
  • Maintains memberships and affiliations with trade/professional organizations related to industry.
  • Provides support on hiring initiatives where there is a talent acquisition impact.
  • Follow up with the related clerical aspects of employment, such as completing of employment and benefits forms.
  • Act as liaison with state employment agencies and advertising agencies, process and check advertising billings, liaison with government and community agencies, record status of authorized positions within the company, and employee referral program.
  • Complete weekly report on recruitment activities and conduct exit interviews on terminating employees.
  • Assist in the retention process as needed (60th day of employment for benefits enrollment, etc.).
  • Other duties as assigned.

Qualifications

Minimum Qualifications

Associate's Degree with 2-5 years related Staffing, Recruiting or Human Resources (HR) experience, or High School graduate or equivalent with 4-7 years related Staffing, Recruiting or Human Resources (HR) experience.

 

Preferred Qualifications:

Bachelor’s degree or equivalent experience with 2 years of related experience, or Master’s degree in a related field; Government/Commercial HR Staffing Specialist experience; AIRS® and/or ASA Certified Staffing Professional® certifications strongly preferred, not required.

 

Knowledge, Skills, and Abilities

  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
  • Knowledge of MS Office applications, HRIS, CRM, and ATS.
  • Strong interpersonal, verbal and written communication skills.
  • Considerable skill in interviewing techniques.
  • Ability to talk on the phone with ease and confidence.
  • A strong understanding of federal and state laws regarding employment practices.
  • Ability to establish and maintain interpersonal relationships and work well as part of a team
  • Ability to actively provide recruiting support to multi-site operations and be capable of effectively building positive work partnerships with geographically dispersed multiple staff levels.
